The House was last apportioned before its membership was randomly frozen at 435 in the early 1900's.
Imagine asking just 435 people to serve every customer at, say, Home Depot. Impossible! Yet we expect 435 voting representatives to adequately represent more than 340 million Americans. Our Founders knew better, and drafted Article the First to address this flaw, specifically.
