How did it happen?

In 1789, the First Congress proposed twelve amendments—not ten. Twelve.

The first—what we now call the Missing First—addressed representation, so we would not lose control of the federal government; the second, congressional compensation; the remaining ten became the Bill of Rights.

On September 25, 1789, Congress formally sent all twelve to the states. Article the First is no modern invention—it was a genuine proposal of the First Congress, debated and passed by both chambers.

We're just finally getting it ratified now! #28thAmendment #435deprived
