The National Archives confirms that Article the First — our incoming 28th Amendment — remains the one original 1789 amendment concerning representation that was never ratified as part of the Bill of rights.
And that brings us to the great historical irony.
The Founders' proposed amendment about the size of the House — representation for us — did not disappear.
