Article the First was our first-ever proposed Constitutional amendment, proposed in 1789 along with another eleven to follow — ten of which became our Bill of Rights.
It was, indeed, passed by both chambers of Congress, as it clearly defined an ongoing Census-adjusted ratio for the number of members in our House of Representatives.
